How can I manually set the order for files in my gallery instead of using the drag and drop feature?

You can drag and drop the files on the Set Caption and Description page during the gallery creation process. There is also a button at the bottom of the Set Caption and Description page during the gallery creation process labled "Power Users View (old manual reorder page)". Click the button to reorder your photos.
