I've already uploaded the file using the desktop agent, why does it appear to be uploading again when trying to send?

When the desktop agent is used to upload, the desktop agent will prepare the file (transcode or resize) and will upload to the server to make sure that the file is available even if your desktop is offline to be sure the file is accessible. While this is happening, the green arrow blinks indicating this process is happening.
